No. Under AS1926.1, pool fencing does not require a handrail. The glass panels provide the barrier, and the system is fully compliant without one.
Pool fencing in Australia must be a minimum of 1200mm in height, measured from the finished ground level on the outside of the barrier. Always check your local council requirements as some states may have additional requirements.
